The Save Our Town Committee has put together a petition aimed at giving the People of Stouffville a say in their future rather then having their lifes decided by a few rich developers and a mayor who has received 10's of thousands of dollars over the space of his tenure from the development community
.

OUR FARMLAND and WAY OF LIVING TO BE LOST FOREVER
PETITION
" Country Next to the City " becomes Construction Site Next to the City!

From 12,500 to 44,000 in 12 years!
May 2001 when asked about all the new developments being proposed, the Mayor stated that Stouffville would be 24,500 by the year 2021. April 2002(weeks before first subdivision meeting) we read in the council minutes that they appeared to have underestimate by 20,000! Destruction of our woodlots and parklands our heritage farmhouses. Depletion of our water supply, overburdening our public facilities, general loss in the quality of life.20,000 more cars. Noise, dust and gravel trucks as construction is allowed to start in all parts of town at once
Why do We live in Stouffville?

We the undersigned residents of Stouffville demand council:
hold a Public Meeting to answer our questions and concerns.
Place a Moratorium on the development approval process.
Guarantee that the Secondary Plan (our original Vision for Growth) will be adhered to " in principle,"
if we are to have development proceed in accordance with the desires of the people expressed through ...
a REFERENDUM on form and density.
X Please indicate your desired expectation for our town's growth by the year 2021: (A) 0 ; ( B) to 24,500 (No. Expressed in Secondary Plan and Stated by Mayor One Year Ago.) ( C) Full Buildout to 44,000-50,000
X......Name.....Address ....Signature

DEVELOPMENT FACTS
.20,000 more cars, inadequate road system Three-story houses on small lots abutting Older one-story bungalows on bigger lots; Seniors? No mid block breaks for bicycle paths or parkettes,15 train trips per day, approx 2000 new residents,1000 new cars.500-800 houses per year
Development will be phased but all the developers will get to start on their proposals. Construction everywhere.Widening of Main Street-five lanes + median + landscaping + sidewalks from 48 to 9th line.Increased crime and general loss of quiet small town atmosphere
Towards achieving OUR COMMUNITY VISION of a SMALL RURAL AGRICULTURAL TOWN; Our Secondary Plan outlines a set of overriding principles designed to guide all future development. It calls for controlled growth to resemble and maintain the Small town atmosphere. It can be summed up in three words: PRESERVE, MAINTAIN and ENHANCE . In order to create a healthy community which echoes form and density of existing neighborhoods, to create new and distinct neighborhoods bordered by natural features (i.e. hedgerows, ) and provide open space links to Greenland areas and other neighborhoods with bicycle paths and walkways and parkette; to preserve heritage farmhouses and barn structures, hedgerows and enhance woodlots and streams.ROADS MILLARD: north half- 48 toYD Line, not a true through road as it jogs to become Hemlock.NO POSSIBLE BYPASS (conservation areas North and South).HOOVER PARK the major, southern ,mid block collector. 48 - Creek &10th-YDLine- 4 lanes at rush hour::- Creek -10th on road access from the houses - up to 6000 houses, 20,000 people, 8000 plus cars.PARK DRIVE SOUTH ( our bicycle path.) cuts the Park in half and will be a very busy road, day and night.Loss of 1 or 2 ball diamonds and possibly the outdoor pool and a quiet, safe place for meditation, children and pets.By demanding the completion of Millard and Hoover Park we are playing into the Developers hands because that will ensure them(ie Lebovic)ready access to complete their subdivisionsIn. In other words we will get more ,faster growth!!Always the same, need more roads to ease congestion but not if they lead to more subdivisions!!West Lawn, Winlane Drive, Glad Park, Bayberry, Rupert, Greenwood( any' shortcut') increasingly busy as the lands north of the proposed subdivisions are opened up. DEVELOPMENT: (numbers from the Functionary Servicing Studies) Quadrants centered on 9th and Main: SE -5500 housesSW 1000 +;NE+ NW quadrants- 2000 Rural: Spring Lakes Golf Course (proposed 1500 to 2000 houses, not able to show need at present) Lebovic-McCowan subdivision- fighting at OMB. 10,000 new houses, not only a possibility. 8 subdivisions ~ 5000 houses on the books now THE BIG PIPE: in the vicinity of 16th Avenue ; still within the Markham development envelope. At this stage the Developers are looking for approval to their draft plans as a receipt for the spending the 14.2 million to finish the pipe to Stouffville. This money will be paid back (100%) to the developers by the town in the form of Developmental Charge Credits. WE PAY FOR THE PIPE! DO WE WANTED IT?? Our town government has basically entered into a contract from which we receive no benefit.! This is why we must demand a moratorium on the approval process.(FOR MORE INFORMATION CALL 640-6560)
WATER 80 percent of Whitchurch- Stouffville is on the Oak Ridges Moraine. The Aquifer is under the whole town and surfaces at the southeast section in the vicinity of the No.1&2 town wells and the septic beds of the Cam Fella subdivision.::Artesian Wells north of town..excellent quality 30 years ago.North of Bethesda dig a hole and go swimming! During the '70s and 80's Toxic Waste Dump is in operation just east of 48 above Bloomington Side road. Situated just 2000 meters up the hill from our two main wells, in Critical Recharge Area were 90 percent of any liquid dumped on the ground ends up in the aquifer. The greater the population the more draw on the existing wells. The town is already looking into 6 more wells to supplement or replace the 5 in service(same Aquifer). When the Supply Master plan was developed the projected population for 2021 was 25,000 now its 47,000 (includes employment numbers) .Ultimately they would pipe it up from Lake Ontario. The originally proposed Ajax Durham Water Line intact pipe for the drinking water is 3k further out in the lake from where the Big Sewer Pipe discharges at Frenchmans Bay . No comment!!
WE WERE NEVER ASKED! The nature of THESE DEVELOPMENT WILL PROFOUNDLY CHANGED THE FUNDAMENTAL NATURE OF OUR TOWN affecting each and every person, their financial position, their chosen lifestyle, their health and safety. Because of this every person has the right to state his position. This calls for a REFERENDUM.

QUESTIONS FOR THE COUNCIL
It is more then probable , Stouffville that you wouldn't get another chance to say anything about that subdivision they are putting in you backyard .If they do what they did to us in the south end you will receive notice that the planners recommend approval on the Thursday night before the meeting and of course you can take the time off work and come to the council meeting at 3pm on the following Tuesday to say whatever you want but it will not be listened to. So in light of that fact, you may want to ask your questions now.Don't assume that they are listening .You will have to repeat your demands and questions a number of times. There seems to be a hearing deficience with this council .(unless of course you are a developer!)
QUESTIONS FOR YOUR MAYOR AND MEMBERS OF COUNCIL.
What are you doing to insure the developers plans reflect the Principles of Our Secondary Plan?
How are the developers making their homes compatible with existing neighborhoods i.e. form and density (size of existing lots, height of homes.)
Why are there no midblock breaks i.e. parkettes or bicycle paths?Where?
Why is Mr. Lebovic being allowed to build in the Hoover farm woodlots?
Is the Duffin Creek Valley adequately buffered to allow for a bicycle path along its edge ?
Why was the Prestige Live/ Work Area in the Southwest quadrants changed to mainly residential before attempting to do a Live/ Work Area in a parklike setting?
Where are the view corridors situated? The Woodland trails?
Why was Mr Lebovic allowed a Twin Culvert cement causeway over The Stouffville Creek instead of the recommended Single Span Bridge (what do you find in those culverts!)
Why were hedgerows not preserved as part of the neighborhoods?
Why was a small pond north of Elm Street not preserved?
What will become of the small Duffin Creek tributary between the 10th and the Townline?
Will the Hoover-Harper Farmhouse with its mature stand of maples be preserved.
Why destroy our wetlands and meadows by the loss of natural drainage features?
Will the Spang Farmhouse (south corner of Main street and the YDline) be preserved?
Did you accept campaign donations from developers or firms associated with the development? How much in this and previous elections?
How can growth be monitored for negative effects on the environments and the Character of the Community of Stouffville (in accordance with the Secondary Plan) if it is allowed to happen with this haste? (10 years).
How can new residents be assimulated into the character of our town if growth is so rapid that the nature of our town changes almost overnight.?
Do you feel the roads are adequate for another 20,000 cars?
Do you think the nature of this town will change substantially?
Do you think the value of our homes will go up or go down?
With such rapid growth will the community be adequately service with public facilities? Ask any and every question you can think of and more.Remember these people are your public servants, they are in a position to know and to do what you ask of them. Ask them!
